Civil Society Against Corruption: What We Can Do
(Anti-corruption Monitoring)
In July 2002 the international Conference under the title “Anti-corruption Strategies for Transition Economies: Common Problems, Common Solution” was held in Kyiv, Ukraine. The Conference became a result of the joint initiative of the group of regional NGOs: Center Transparency International – Russia, Coalition Freedom of Choice, Ukraine and Transparency International – Ukraine. The conference brought together representatives of numerous civil society organisations, implementing anti-corruption projects aimed at promoting transparency, accountability and integrity from such countries as Armenia, Azerbaijan, Bulgaria, Georgia, Kazakhstan, Latvia, Lithuania, Moldova, Russia, Ukraine, Estonia. Participants of the Conference agreed on the need of the permanent Regional Integrity Dialogue (RID) as a systemic tool to exchange information, best practices and case studies, aimed to increase efficiency of the anti-corruption projects and programmes in the region. The RID is open for any organisations and institutions of Central and Eastern Europe. The only condition is interest in permanent, honest and open dialogue, information exchange and inclination to increase efficiency of anti-corruption efforts in the region.
The main activities of the RID will be collection and dissemination of information through Internet portal www.rid.net and regular meetings on the specific subjects of anti-corruption strategy. As per agreement of participants of the Kyiv Conference the topic of the first meeting will be anti-corruption monitoring.
Herewith we would like to inform that the next meeting of the RID under the title “ Civil Society Against Corruption: What We Can Do (Anti-corruption Monitoring)” is scheduled for October 10th-12th, 2002. The Steering Group of the meeting consists of representatives of the Center Startegia, St/Petersburg and Center Transparency International – Russia. Representatives of the regional NGOs, executive and legislative authorities, as well as regional and international experts in monitoring are invited to participate.
The following areas of application of the anti-corruption monitoring will be analysed in course of the meeting:
-Public participation in decision-making process;
-Public legislative expertise;
-Protection of civic rights and civic education;
-Public monitoring of the budget process;
-Public monitoring of the procurement procedures;
-Public monitoring of privatisation;
-Public monitoring of electoral funds.
