NIKOLAY A. VOLKOV
HUMAN RIGHTS COMMISSIONER IN KEMEROVO REGION
Biography
Was born on December 20, 1949 in Kemerovo.
After finishing secondary school he studied in the Kemerovo Higher Military Commander School of Communications, and graduated from it in 1970 with honours.
In 1984, he graduated with honours from the Military and Pedagogical Faculty of the Military and Political Academy, and in 1992 from the Adjunct Faculty of the Humanitarian Academy of the Military Forces.
Candidate of philosophy sciences, assistant professor. Has published over 40 scientific works.
Served in the armed forces for 32 years. He started his military career as a deputy commander a company and retired as a deputy chief for educational work of the Kemerovo branch of the Military Communications University.
Military rank - colonel. Was awarded by the Medals of Honour for Combat Services, the Medals of Honour for Military Valour, and by the Medals of Military Forces Distinguished Conduct of three degrees.
In April 1999, was elected a deputy of the Council of People’s Deputies of the Kemerovo region from the ‘Aman Tuleev electoral pact’,where first he was the head of the Committee on Law, Rights and Security of the Population, and then became the head of the Committee on the State Structure, Local Self-Government and Law Enforcement. He was the chairman of the Policy Council of the regional organisation of “Edinstvo” (Unity) party of Kemerovo.
Being recommended by the governor Aman Tuleev on June 27, 2001, was assigned the position of the Human rights Commissioner in Kemerovo region by the Council of People’s Deputies of the Kemerovo region.
Married. Has two suns.
