HUMAN RIGHTS COMMISSIONER IN REPUBLIC OF SAKHA (YAKUTIA)
Biography:
Born 22 July, 1958 in Orto-Nakhar village of the Lensky District of the Yakyt Autonomous Soviet Socialist Republic.
Graduated from the Irkutsk State University Law School in 1983.
From 1983 till 1990 Ms. Zakharova worked as a legal adviser at the Lensky motor transport enterprise, exempt secretary of the RD department of the Lensky state farm, legal expert of the construction and assembly trust of the Yakutalmazstroy Design Construction Assembly Union.
In 1990, Ms. Zakharova was elected the Deputy Chairperson for soviet and legal issues of the Lensky District Soviet of People’s Deputies and held the position till 1992.
From 1992 till 1997 Ms. Zakharova worked as the Deputy Chief of the Main Directorate of the Administration of the President of the Sakha Republic (Yakutia), as director-minister of the Government Department for Territories and Personnel.
1997 – Deputy Chief of the Main Federal Legal Directorate of the Administration of the President and the Government.
In December 1997, Ms. Zakharova was elected a Deputy of the House of Representatives of the Sakha Republic Federal Assembly (Il Tumen), where she worked as a Deputy Chief of the Board of legality, public authorities and local government, and as a Deputy Chief of the Constitutional Legislation Board.
In 2002, Ms. Zakharova was awarded a diploma of the Federal Assembly (Il Tumen).
From March 2002 till March 2003 – head of the Department of Federal Legal Issues, Deputy Chief of the Administration of the President and Government of the Republic.
On 4 March, 2003, at an Il Tumen/Legislative Assembly of the Sakha Republic (Yakutia) Ms. Zakharova was appointed the Human Rights Commissioner in the Sakha Republic (Yakutia).
